Hi Martyn,
Whilst looking into this on the forum, to see if this is something that was brought up before, I found your previous post about it.
I'm sorry you never got an answer.I have just tried this and can confirm that adding a photo without text to a direction adds it to the directions in View Route or PDF, but not in Edit route.
I couldn't find a workaround, like deleting the photo, because it says that it's attached to a direction, and this direction should be deleted first. But because it cannot be found in the editor, it cannot be deleted.I'll send this bug report to the devs.

This report relates to route: 2790998
When examined in the 'Editor', this route has 31 directions. When viewed in 'View Route' or output as a PDF, it has 32 (including the 'FINISH' point). A spurious extra direction is inserted as direction point 27 and all subsequent directions are re-number accordingly. The spurious point contains a photo (a duplicate of the one in the previous direction point) but no text. Because it is not visible in the editor, it cannot be deleted.
